Receiving Steam SMS codes for studio test accounts and operations
A team receives a Steam verification code with OTP Route by ordering a one-time number for the steam service in the OTP Gateway, entering it on the Steam account, and reading the code in the dashboard or from the API and a signed webhook. Pricing starts at $0.20 per code, and if no SMS arrives within the 20-minute window, the full amount goes back to your wallet.
When does Steam ask for a phone number?
Valve's Steam platform uses a phone number mainly for account security rather than for sign-up. The well-known moments are:
- Adding a phone number to an account, which Steam confirms with an SMS code.
- Account recovery, where a verified phone gives the owner another way back in.
- Setting up the Steam Guard Mobile Authenticator, which ties the authenticator to a confirmed number.
- Sensitive account changes, such as updating contact details, where a code to the phone may be requested.
Steam's own help pages are the authority on exactly when it prompts, and the rules can change, so build tests that tolerate an extra or missing step.
Which teams need to receive Steam OTP codes?
Most requests come from game studios and publishers working on their own titles:
- QA teams that maintain test accounts for checking a game's Steam login, account linking, cloud saves or achievements.
- Localization testers who need an account set up in a particular market to review their own game's text and store copy.
- Community and operations staff who run a studio account and want its phone verification kept off an employee's personal number.
Each of these is about operating your own legitimate accounts. One account per real person or business is the rule to follow, along with the Steam Subscriber Agreement.
Which countries can deliver a Steam phone number?
Steam numbers are currently available in 197 countries. Among them are the United States, Canada, Germany, France, the United Kingdom, Brazil, Poland, Turkey, Ukraine, Kazakhstan, India, Indonesia, the Philippines, Japan, South Korea, Australia and South Africa.
Pick the country that matches the test case. If you are checking how your game behaves for players in Brazil, use a Brazilian route; if a studio account is run from Germany, a German number keeps its security settings consistent with where it is used. A mismatched country can trigger extra checks on the account side. The country routing guide covers this choice in more detail.
How does the Steam verification code API flow work?
Calls go to https://otproute.com/api/v1 with a Bearer key starting or_live_, created in the Developer console. The service id is steam.
- Read
GET /api/v1/prices?country=<id>&service=steamto get the live price and confirm the route is open. - Create the activation with
POST /api/v1/activationsand a body such as{"service": "steam", "country": "de"}. - Add the returned number to the Steam account under test.
- Wait for the Steam code on your webhook endpoint, or poll
GET /api/v1/activations/{id}from the test runner. - If the run is abandoned, call
POST /api/v1/activations/{id}/cancelso the funds return.
Check GET /api/v1/balance at the start of a job. The account limit is 300 requests per minute, plenty for polling a handful of activations every few seconds.
Prefer clicking to scripting? In the dashboard, open the OTP Gateway, choose Steam and a country, confirm the shown price and order. Enter the number on Steam and the code appears on the activation page.
How should a Steam webhook handler be built?
Register up to 5 webhook endpoints and subscribe to activation.sms_received, activation.expired and activation.cancelled. Treat each event as keyed on the activation id.
- Verify first. The
X-OTPRoute-Signatureheader looks liket=<unix>,v1=<hex>. Compute HMAC-SHA256 of<t>.<raw body>with the endpoint secret, compare it withv1in constant time, and reject timestamps that are too old. - Be idempotent. Store the activation id with its state, so a repeated delivery does not run your test step twice.
- Close the loop. On
activation.expired, mark the test as skipped or retry with a different route instead of leaving a job hanging.
Polling remains a fine fallback for local scripts. The webhook capture guide shows both patterns, and sandbox mode, available on request, returns simulated numbers and codes for building the handler without spending funds.
Why might a Steam code not arrive?
Steam may decline virtual numbers, and its acceptance rules are its own. That is exactly why OTP Route only charges when a code lands: if nothing arrives within the 20-minute window, or you cancel, the money returns to your wallet automatically.
When a code is missing, let the window run, then try again later or with another country route. Avoid reordering in a tight loop, which rarely helps and can make the account side more suspicious. Also confirm that the number was entered with the correct country code.
When is a Dedicated Number the better fit for Steam?
A one-time number suits a single confirmation. A Steam account that must log in again months later, or recover access, needs a phone number that will still answer. For that, a Dedicated Number in the United States or Canada, from $1.95/month, is the safer choice: it receives SMS in the dashboard and via the number.sms_received webhook, renews from the wallet, and can be released whenever the account no longer needs it. A shared studio login is a typical case. The virtual numbers page has the details.
Billing for both products runs on one prepaid USD wallet, pay as you go, topped up by card or USDT/USDC with a PDF invoice for each top-up. Steam is a trademark of Valve Corporation, and OTP Route has no affiliation with it. Follow Steam's terms and the OTP Route Acceptable Use Policy.
Frequently asked questions
Can I get a virtual number for Steam to test my game's login?
Yes. Order a one-time number for the steam service, add it to your test account, and read the code from the dashboard or API. Steam may refuse some virtual numbers, in which case the charge is refunded.
How much does Steam SMS verification for testing cost?
It starts at $0.20 per code; the exact price depends on the country and is returned live by GET /api/v1/prices.
Which country should I pick for a Steam phone number?
Match the market of the account or test case, for example a German route for an account run from Germany.
Can I use the same number to recover a Steam account later?
Not with a one-time number, since the activation closes after one code. Use a US or Canadian Dedicated Number for accounts that need lasting recovery.
What happens to my money if Steam never sends the code?
When the 20-minute window ends without an SMS, the full amount goes back to your wallet automatically.
Is it allowed to create several Steam accounts with these numbers?
Use OTP Route only for your own legitimate accounts and products, one account per real person or business, within Steam's terms and our Acceptable Use Policy.
